On November 12, the House of Representatives passed a continuing resolution (CR) that was
subsequently signed by President Trump to end the longest government shutdown in U.S. history.
The CR opens the government after 43 days without funding, including backpay for federal
workers, reverses reductions in forces (RIFs) since October 1 and reauthorizes key federal
programs. Notably, the package includes the FY 2026 Ag-FDA, Mil-Con-VA and legislative branch
appropriations bills, but funding for the rest of the government will expire under the CR on
January 30.
