Joe advises clients on complex international trade and economic matters. With nearly 25 years of experience in the U.S.-China commercial diplomacy arena, he has advised companies, associations, sovereign governments and institutional investors on U.S.-China commercial derisking strategies. In advocating for clients, Joe leverages his deep knowledge of Congress and experience working with the White House, the Office of the U.S. Trade Representative (USTR) and other federal economic agencies.
Joe has extensive experience in developing advanced international advocacy strategies for public and private sector clients. Prior to joining Akin, Joe served as senior policy advisor to U.S. Rep. Carol D. Miller (R-WV). In this role, he advised the Congresswoman on international trade, investment, and energy export policies pertaining to her membership on the House Ways and Means Committee and leadership of the House Energy Export Caucus. Prior to Capitol Hill, Joe spent nearly a decade at the U.S. Chamber of Commerce, where he advised multinational companies and investors on international government affairs strategies. He helped design, build and manage the Chamber’s International Leadership Program and served as the executive director of the Hong Kong-U.S. Business Council. He also advised numerous technology and investment startup companies.
- Counsels companies and sovereign governments on a wide range of U.S. trade and market access strategies, including Section 301 and 232 tariff exclusions and offsets and energy and natural resources investment and nontariff barrier issues.
- Advises several sovereign governments on their reciprocal trade agreements with the U.S. government, including the successful conclusion of the Kingdom of Cambodia’s historic and extensive Agreement on Reciprocal Trade (ART).
- Provides advanced political and economic research support on U.S.-China power competition to dozens of U.S.-based event-driven hedge funds and institutional investors.
- Advises dozens of clients on novel and cutting-edge U.S.-China derisking mitigation efforts, including supply chain, outbound capital flows and corporate restructuring compliance strategies.
- Lobbied Congress to compel a Central Asian country to comply and pay a $550 million investor-state dispute settlement award to an Akin client.
